1		HOUSE RESOLUTION
2		WHEREAS, The members of the Illinois House of
3		Representatives, like all Americans, are heartbroken at the
4		amount of senseless gun violence in the United States; and
5		WHEREAS, However, we do not believe the actions taken by
6		President Obama address the root cause of gun violence, such as
7		illegally obtained firearms; and
8		WHEREAS, Furthermore, we do not believe that the unilateral
9		actions taken by President Obama provide an environment to
10		begin a productive or collaborative discussion; and
11		WHEREAS, We are in agreement with the United States Supreme
12		Court's decision in the case of the District of Columbia v.
13		Heller, which confirmed that the Second Amendment protects an
14		individual right to keep and bear firearms; we also agree with
15		Justice Antonin Scalia that the Second Amendment ". . .
16		elevates above all other interests the right of law-abiding,
17		responsible citizens to use arms in defense of hearth and
18		home"; and
19		WHEREAS, On January 5, 2016, the President announced a
20		series of gun control actions in the form of executive orders
21		during a press conference at the White House; and

1		WHEREAS, One executive order will increase the number of
2		vendors who are required to conduct criminal background checks
3		when they sell guns; and
4		WHEREAS, These executive orders will result in hiring more
5		federal employees to handle those reviews and require dealers
6		to inform federal authorities when a gun sold online is lost or
7		stolen during transit; these executive orders on gun control
8		will also affect many individuals by revoking licenses for
9		dealers who do not sell a sufficient number of firearms; and
10		WHEREAS, This body will take every action to protect the
11		Second Amendment rights of law-abiding citizens; therefore, be
12		it
13		RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
14		NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
15		pledge to uphold our oath of office to support the Constitution
16		of the United States and the Constitution of the State of
17		Illinois.
