               WHEREAS, Countless lives were touched by the generosity and  | 
      
      
        | 
           
			 | 
        dedication of Dr. Warren Henry Hawkins, a longtime educator and  | 
      
      
        | 
           
			 | 
        administrator at Wiley College, who passed away on April 30, 2015,  | 
      
      
        | 
           
			 | 
        at the age of 80; and | 
      
      
        | 
           
			 | 
               WHEREAS, Warren Hawkins was born on April 1, 1935, in  | 
      
      
        | 
           
			 | 
        Groesbeck to W. H. Hawkins and Mary Taylor; he graduated from Wiley  | 
      
      
        | 
           
			 | 
        College in 1954 and began a teaching career that took him to the  | 
      
      
        | 
           
			 | 
        Rusk, Alto, Cuero, and Sulphur Springs school districts; returning  | 
      
      
        | 
           
			 | 
        to college, he received his master's degree in music education from  | 
      
      
        | 
           
			 | 
        Texas Southern University and his doctoral degree from Texas A&M  | 
      
      
        | 
           
			 | 
        University--Commerce in 1974, and he enlisted during this time in  | 
      
      
        | 
           
			 | 
        the United States Army and the National Guard; and | 
      
      
        | 
           
			 | 
               WHEREAS, In 1966, Dr. Hawkins embarked on his long and  | 
      
      
        | 
           
			 | 
        rewarding tenure with Wiley College, which he served in a variety of  | 
      
      
        | 
           
			 | 
        capacities over the course of a half-century; he was the band  | 
      
      
        | 
           
			 | 
        director for the college for many years, and he spent 35 years as  | 
      
      
        | 
           
			 | 
        the undergraduate advisor for the Beta Chapter of Phi Beta Sigma  | 
      
      
        | 
           
			 | 
        Fraternity, having initially joined the fraternity as a student; a  | 
      
      
        | 
           
			 | 
        revered figure on campus, he was frequently consulted for his  | 
      
      
        | 
           
			 | 
        institutional knowledge, and he was serving as director of  | 
      
      
        | 
           
			 | 
        institutional research planning and assessment at the time of his  | 
      
      
        | 
           
			 | 
        passing; and | 
      
      
        | 
           
			 | 
               WHEREAS, Dr. Hawkins married the love of his life, the former  | 
      
      
        | 
           
			 | 
        Effie Louise McClelland, on October 2, 1960, and they were blessed  | 
      
      
        | 
           
			 | 
        with two sons, Kenneth and Keith; when his children were younger, he  | 
      
      
        | 
           
			 | 
        was an ever-present fixture on the sidelines during their school  | 
      
      
        | 
           
			 | 
        and athletic activities and sometimes volunteered as a coach or  | 
      
      
        | 
           
			 | 
        umpire; he was also a devout member of Ebenezer United Methodist  | 
      
      
        | 
           
			 | 
        Church, where he played the organ, served as the choir director, and  | 
      
      
        | 
           
			 | 
        shared his time on several committees; and | 
      
      
        | 
           
			 | 
               WHEREAS, Although the loss of Dr. Warren Hawkins is  | 
      
      
        | 
           
			 | 
        profoundly felt by his loved ones and the many individuals who knew  | 
      
      
        | 
           
			 | 
        him at Wiley College and in the Marshall community, memories of his  | 
      
      
        | 
           
			 | 
        quiet strength, his keen mind, and his unselfish service to others  | 
      
      
        | 
           
			 | 
        will remain a source of inspiration for years to come; now,  | 
      
      
        | 
           
			 | 
        therefore, be it | 
      
      
        | 
           
			 | 
               RESOLVED, That the House of Representatives of the 84th Texas  | 
      
      
        | 
           
			 | 
        Legislature hereby pay tribute to the life of Dr. Warren Henry  | 
      
      
        | 
           
			 | 
        Hawkins and extend deepest sympathy to the members of his family: to  | 
      
      
        | 
           
			 | 
        his wife, Effie L. Hawkins; to his sons, Kenneth Hawkins and his  | 
      
      
        | 
           
			 | 
        wife, Deborah, and Keith Hawkins and his wife, Monda; to his  | 
      
      
        | 
           
			 | 
        grandson, Matthew Kadeem Hawkins; to his brother, Nathaniel  | 
      
      
        | 
           
			 | 
        Gilbert; to his sisters, Orlene McCullough and Maxine Davis and her  | 
      
      
        | 
           
			 | 
        husband, A. J.; and to his other relatives and friends; and, be it  | 
      
      
        | 
           
			 | 
        further | 
      
      
        | 
           
			 | 
               RESOLVED, That an official copy of this resolution be  |

        prepared for his family and that when the Texas House of  |

        Representatives adjourns this day, it do so in memory of Dr. Warren  | 
      
      
        | 
           		
			 |
